Very interesting invention. You must believe it exist in reality 
It's a tramway... which runs on the rubbed wheels, just like cars. But there is a track on the road, so this vehicle cannot leave the line. It can be powered just like normal trams.
Probably it's more silent than traditional trams, because it runs on tyres, not on metal wheels.

I think its an interesting idea.
This idea would make it cheaper to run as you wouldn't have to replace as much track.
But beside that I love the design of the tram, very similar to the tripple car system they run in Blackpool
